Away time for alliance team-ups shortened?

Maybe I missed some announcement, or maybe it is a bug?
When I send some team-ups to an alliance member, they now all have a wait time of 4 hours. It used to be different per character from 4 hours to 1 day (or 1.5 days or something like that)
