Howlsquad Heavy is triggering the 'Boast' ability and not the 'Boost' ability

[edit] Correction: this card triggers both the BOAST ability (draining mana for an effect) and the BOOST ability (gaining an effect when your speed count gets to 7).

Boasting will drain mana, but no other effect is triggered. Neither ability triggers until your speed count is 7.
