Fleeting Reflection from Jace, Telepath Unbound - Ingenuity sometimes not reinforcing

Casting Fleeting Reflection after it has been recovered using Jace, Telepath Unbound's second Ability (Recover the last Spell in Graveyard, reduce its cost), will not reinforce a creature, even though it does grant its other effects (Hexproof, Prevent Damage).

Using Jace, Telepath Unbound, level 35, Ingenuity level 2. Does not work on Twining Twins, and Black and White Sprit token (from Phantom Interference).
