Run Lightning Rounds All Offseason

I'm probably not the first person to suggest this. I scanned the first page and didn't see it anywhere. Feel free to close this if I'm just blind.

During a season, you typically have two PvP options at a time; the featured character event and Simulator. During the offseason, though, we only have the featured character events. If lightning rounds ran for the entire offseason, it would help mitigate the loss of the Simulator PvP option.
