I'm at the point that I can purchase a 4th oil rig, but it seems like maybe it's only possible to actually place 3 on the board because it has to be adjacent to the Oil Depot and there are only 3 parking spots?

OK, I figured it out...  You have to buy the land up and you get a second depot...
