Recommendation for favorited characters

Instead of just having an extra cover dropping out occasionally, why not increase the drop rates of characters that are marked as favorites?  Since the drop rates changed on new 4*s, its harder to get them fully covered.  It would help if they dropped more often with the help of a favorite.
