Lower the win threshold to 30 wins, and remove wins gained from seed

We should not have to revolve our lives around PVP to be there at the start to get seed teams for wins.   Lower the thresholds for wins to 30, and remove seed teams as counting toward our win totals for players who are playing in SC4 or greater pvp matches..
