What to do with 3* bonus hero

Until recently, I've been picking my 3* bonus heroes based on which would give me a 4* cover I needed soon.  I seem to have run out of those, so I'm not sure who to heart at this point.  My options come in 3 flavors:

1) A champ level for a good 4* within 5 covers (ex. Psylocke yields Peggy)
2) A cover for an incomplete 4* within 20 covers (ex. Groot yields cover 8 for Drax)
3) Building up a 3* for the sake of a building up the 3* that I still use regularly in PvE (ex Strange, Thanos)

None of the options seems obviously more beneficial, so I was hoping for some outside input.  Currently, i'm leaning towards just boosting Strang3.

    I'm asking myself that too. Had thanos intitally but he had reached 257 (where I park 3* before starting on a dupe). Switched it over to strange and was surprised how quick he also reached 257. Not sure if any other 3* are worth accelerating to 257 so I'm eyeing those that feeds into good 4* covers. Cyclops, mystique (iceman), psylocke (Peggy) and Thor (rhulk). Maybe capt marvel would be good (since she needs to tank) and also feeds carol.

    I'd just like to star pulling bh again. Trying to finish my moon knight by getting sentry to 223, but he's been barely gotten 4 bh covers since I selected him about 2 weeks ago.

    I focus on 3* who are within 5 covers of a 4*, then I'll focus on vaulted ones.

    If you play PvP, you can use BH bring the vaulted 3* to around lv240. This will make them have ~30k health when boosted as the featured in PvP and look more annoying to deal with. Lv240 is probably not the best stop, just a ballpark.

    I usually will set my BH to chase down any 4* covers I need. After that I'll just set it as my highest level 3*to get those big rewards near the end of the road.(Just got R&G as my first Max champed 3*) Otherwise I'll set my BH based on Legendary tokens. If I know the next level gets me an LT I'll set that character as my BH until I get the token and then change it up again.
