Why is 4* She Hulk still "new" when it came out about two months ago?

Usually the "new" drops off with a new pvp event so you can finally favorite the latest 4* and try to champ it. The new pvp event finally started and...she is still "new" and not able to be favorited. What is going on? When can we finally favorite this character?

It's only been one month so far (or one new character).
They announced they were delaying the LL rotation, and my guess is this is tied with that.0 -
August 18th is not two months ago.
