Generally goons with one colour make 2AP per turn of that colour and ones with multiple colours make 1AP of each every turn. There might be a few exceptions though and occasionally they'll make a colour they don't have at random.

Note that they'll make AP for colours where they only have a passive power eg black AP is generated for detonate on mutant subjects etc.
