Hunter (Initiate) 3* - Slash Team-up Can't Be Used

Maybe it's just me and I'm missing something about the requirements on utilizing the Team-up version of Slash, however every time I try to use it I receive a message staying that it can't be fired.

  For clarity, the message states that firing the power will have no effect.
