Health Packs automatically regenerate once you dip below 10. Besides that, it's just anything you pull from vaults.

I've got 2035 currently. Coming in handy to binge-PvP whenever I get time. Don't get any other than through Tacos really.

15 are given out in the alliance events. 10 in Heroic and 5 in regular mode both early in progress rewards.
