[To be Fixed] Kaya, Geist Hunter's first ability doesn't use up loyalty?

I fought an opponent that was using Kaya, Geist Hunter during the last weekend event (the new Guildpact event). The opponent was able to use the first ability of Kaya turn after turn, because the loyalty needed to activate her first ability was not substracted from their loyalty total. I can't test this, because I don't have this version of Kaya. Please check.

    I tried it out and her first loyalty ability at level 4 doesn't take away any loyalty after it resolves. Couldn't test it at lower levels to say what it does at 1-3.
