[Investigating] Riot Control not working properly

Riot Control not gaining life for your opponent's creatures.

If your opponent has creatures and you do not, Riot Control will cast, gaining 0 life.

Riot Control doesn't seem to be working properly at all.

In this instance I had 3 creatures in play (you can see those 3 creatures attacking), my opponent also had 3 creatures in play, and yet Riot Control only gained 1 life
