I think if you try to fire them with 0AP, the game will give you the "this power wouldn't do anything" message, and not cast. But who knows!1 -

The most probable explanation is that there are no other players using planeswalkers with levels lower than 60. If you are the only player that uses a mid-level PW, then yes, you will face only level…1
